Sri A. S. Kiran Kumar


Shri A S Kiran Kumar is the Chairman, Space Commission since January 14, 2015. Besides he holds the offices of Secretary, Department of Space and Chairman, Indian Space Research Organisation.

Shri Kiran Kumar obtained his Physics Honours Degree from National College , Bangalore in 1971, M.Sc. Electronics from Bangalore University in 1973 and M.Tech. Degree in Physical Engineering with distinction from Indian Institute of Science, Bangalore in 1975.

He is steering the implementation of the applications oriented Indian Space Programme, which has facilitated rapid development of the country in many important spheres of earth observation, communication, navigation, meteorology and space science, as well as the development of indigenous launch vehicles and related technologies for providing assured access to space.

He has contributed to the design and development of more than 50 Electro-Optical Imaging sensors flown on Space borne platforms starting from Bhaskara TV payload in 1979 to the payloads on board the Mars Orbiter Mission in 2013.

He played a crucial role in Chanrayaan-1 mission right from the conceptualisation stage and has made exemplary contributions to the success of Mars Orbiter Mission and Reusable Launch Vehicle Technology Development (RLV-TD).

Shri Kiran Kumar has been the Chair of the Committee on Earth Observation Satellites (CEOS) in 2012. He has made valuable contributions to Coordination Group of Meteorological Satellites (CGMS), Expert Team on Satellite Systems - World Meteorological Organisation (ETSAT of WMO) and Indo-US Joint Working Group on Civil Space Cooperation.

Shri Kiran Kumar is a Fellow of Indian Natinal Academy of Engineering, Indian Society of Remote Sensing, Institution of Electronics & Telecommunications Engineers, Indian Meteorological Society, Gujarat Science Academy and Andhra Pradesh Akademi of Sciences and an elected member of International Academy of Astronautics. He has been conferred with more than 10 Honoris Causa from prestigious Universities including Kaziranga University, Dr. Abdul Kalam Technical University, K L University and Dr. D Y Patil Vidyapeeth, Pune.

He has co-authored more than 81 technical papers in Journals / Symposia / Conferences. In recognition of his contributions, he was conferred Padma Shri award by the President of India in 2014. The Government of Karnataka honoured him with Rajyotsava Award for the year 2015 for his contribution to space science & Technology, Sir M. Visvesvaraya Senior Scientist Award for the year 2013 and Lifetime Achievement Award from Karnataka Science and Technology Academy (KSTA) in 2016. He is the recipient of IISc Distinguished Alumnus Award for the year 2015, Gujarat Ratna 'Life for Innovation' Award conferred by Gujarat Innovation Society in 2014 and Lifetime Achievement Award by Andhra Pradesh Academi of Sciences in 2016, G. M. Modi Science Award by Gujar Mal Modi Science Foundation in 2016 and 19th SIES Chandrasekararendra Saraswathi National Eminence Award in 2016.

Prof. L.M. Patnaik obtained his Ph.D in 1978 in the area of Real-Time Systems, D.Sc. in 1989 in the areas of Computer Systems and Architectures, both from the Indian Institute of Science, Bangalore. During March 2008 - August 2011, he was the Vice Chancellor, Defence Institute of Advanced Technology, Deemed University, Pune. Currently he is an Honorary Professor with the Department of Electronic Systems Engineering, Indian Institute of Science, Bangalore, and INSA Senior Scientist and Adjunct Professor with the National Institute of Advanced Studies, Bangalore. Prior to this he was a Professor with the Department of Computer Science and Automation at the Indian Institute of Science, Bangalore. During the last 40 years of his long service at the Indian Institute of Science, his teaching, research, and development interests have been in the areas of Parallel and Distributed Computing, Computer Architecture, CAD of VLSI Systems, Theoretical Computer Science, Real-Time Systems, Soft Computing, and Computational Neuroscience. In these areas, he has published over 1000 papers in refereed International Journals and refereed International Conference Proceedings and has authored 29 technical reports. He is a co-editor/co- author of twenty one books and has authored 12 chapters in other books in the areas of VLSI System Design and Parallel Computing. He has supervised over 30 Doctoral theses and over 160 Masters' theses in the above areas. In the areas of Parallel and Distributed Computing, and Soft Computing, he has been a Principal Investigator for a large number of Government-sponsored research projects and a Consultant to a few industries. One of his research papers in the area of adaptive genetic algorithms has been cited over 2300 times by Google Scholar.

He has served as the President of the Advanced Computing and Communications Society, and the Computational Intelligence Society of India. He is a Distinguished Lecturer of the IEEE Region 10. He is a Distinguished Visitor of the IEEE Computer Society for the Asia-Pacific Region. As a recognition of his contributions in the areas of Electronics, Informatics, Telematics and Automation, he was awarded the Dr. Vikram Sarabhai Research Award in 1989; the Honorable Mention Award, Fourth CSI/IEEE International Symposium on VLSI Design, 1992; the Dr. Ramlal Wadhwa award for the year 1992 by the Institution of Electronics and Telecommunication Engineers, for his contributions during the last ten years in the fields of Electronics and Telecommunication; the Platinum Jubilee Lecture Award (Computer Science), Indian Science Congress, in 1994; the Samanta Chandrasekhar Award for the year 1994 by the Orissa Science Academy; the Certificate of Appreciation "For excellent service and dedication to the objectives of the IEEE Computer Society as a Distinguished Visitor", in 1995; the VASVIK Award in the Field of Electronic Sciences and Technology, Vividhlaxi Audyogik Samshodhan Vikas Kendra,1996; the Hands for Indian IT Award for his contributions to the Indian IT (Information Technology) industry, in 1998; the "Distinguished Professional Engineer Award" by the Computer Engineering Division of the Institution of Engineers (India),in 1999; the IEEE Computer Society's "1999 Technica l Achievement Award" for his contributions in the field of parallel, distributed, and soft computing, and high performance genetic algorithms; the Fourth Sir C V Raman Memorial Lecture Award in 2000; the First SVC Aiya Memorial Trust Award for Telecommunication Education, The Institution of Electronics and Telecommunication Engineers, Pune Centre, 2000; the Pandit Jawaharlal Nehru National Award for Engineering and Technology, in 1999; the Om Prakash Bhasin Award for contributions in the areas of Electronic and Information Technology for the year 2001; the FICCI Award for Innovation in Material Science, Applied Research and Space Science, 2001- 2002; the IEEE Computer Society's Meritorious Service Award, 2002; Alumni Award for Excellence in Research for Engineering, the Indian Institute of Science, 2003, Distinguished Engineer Award of The Institution of Engineers(India), 2004; Goyal Prize for Applied Science, 2005; Honorary Fellow, the Indian Society for Technical Education, 2006; Indian Science Congress Association's Srinivasa Ramanujan Birth Centenary Award, 2007-2008; Biju Patnaik Award for Excellence in Science - 2007, in 2009; Top Management Consortium, Pune, 'Education - Defence Services Excellence Award - 2009', Mar 2010; Distinguished Alumnus Award, 2012, National Institute of Technology, Rourkela; Felicitation of International Neural Network Society India Chapter for outstanding contributions to Soft Computing, Dec 2014.

He is Fellow of the IEEE, and The World Academy of Sciences (TWAS), Trieste, Italy, The Computer Society of India, Indian National Science Academy, Indian Academy of Sciences, National Academy of Sciences, and Indian National Academy of Engineering. He is a Life Member of the VLSI Society of India, and Instrument Society of India, a founder Member of the Executive Committee of the Association for the Advancement of Fault- Tolerant and Autonomous Systems; a Fellow of the Institution of Electronics and Telecommunications Engineers, and the Institution of Engineers. His name appears in Asia's Who's Who of Men and Women of Achievement; Directory of Distinguished Computer Professionals of India. For over one hundred and fifty International Conferences, he has served as General Chair or Program Chair or Steering Committee Chair; most of them sponsored by the Institute of Electrical and Electronics Engineers (IEEE). He has served on several significant committees of leading professional societies such as the IEEE, CSI, IETE and Institution of Engineers; review and policy committees of Government agencies such on the DST, DBT, MHRD, CSIR, DOS, UGC, AICTE, DRDO, DIT and UPSC. His participation in the reviews of several Engg Colleges in the states of Karnataka, Kerala, Andhra Pradesh, and Maharastra, organised by the AICTE, UGC, NBA, and TEQIP has significantly improved the quality of technical education in the country. [ As Vice Chancellor of the Defence Institute of Advanced Technology, Deemed University, he was responsible for conducting large number of Doctoral, Masters', short and long co urses, in the field of defence technologies for service officers from the Army, Air Force, Navy; DRDO scientists, officers from Indian Ordnance Factories and Director General of Quality Assurance, and service officers from several friendly foreign countries. He had initiated three new Post Graduate Programmes of relevance to defence services including one on Cyber security, a new Centre on Nanotechnology for defence applications, and a collaborative programme with the Naval Post-Graduate School, California, USA.

He has delivered several Invited lectures in USA, Canada, France, and UK, Yugoslavia (erstwhile), Hungary, Switzerland, Australia, New Zealand, Hong Kong, Singapore, Malaysia, Sri Lanka and Japan. It needs to be emphasized that his training, as well as the research work done by him are entirely indigenously based.

His contributions to Indian higher technical education system are outstanding.

Dr. R. Bhakthavathsalam

Dr. R. Bhakthavathsalam obtained his Ph.D in 1986 in the area of Learning Automata from Indian Institute of Science. He was Fellow of the Jawaharlal Nehru Centre for Advanced Scientific Research (1993-1995). He was Senior Scientific Officer, Supercomputing Education and Research Centre (SERC) at Indian Institute of Science, Bangalore (1996 onwards). He was also a Senior Scientific Officer, Electrical Communication Engineering (ECE) department, Indian Institute of Science, Bangalore (1986-1993).

Bindhumadhava B.S.

Prof. B.S. Bindhumadhava a is Sc 'F' & Associate Director, at Centre for Development of Advanced Computing (C-DAC), MCIT, DietY, Govt of India Bangalore. He heads the Computer Networks & Internet Security Division.He has around 29 years of Industry & Information Technology experience. He obtained his Bachelor degree in Electrical & Electronics Engineering from Bangalore University, Post Graduate Diploma in Systems Management from NIIT and MS (Electronics & Controls) from BITS, Pilani. His current research interests are in Network & Internet Security, Real time systems, Agent Computing, Smart Grids, Self-Managing System software & Cyber Physical Systems Security. He has authored more that 3 journal papers, 30 refereed International & National Conferences papers and guided 20 masters and 100 undergraduates project students.He a fellow of Institution of Engineers (IE). He is Senior member & Chairman IEEE Computer Society, Bangalore, Immediate past Chairman Computer Society of India (CSI) Bangalore Chapter, Life member of Advanced Computing & communications Society (ACCS) and member ACM. Global Member Internet Society & Member Internet Research Task Force (IRTF). He is on several national committees of DST and standard bodies in the area of cyber-physical security & smart grid.
